Paul Parker is Universal’s Vice President, Energy Division, responsible for business development and project management. Paul has over 12 years of leadership experience on pipeline and energy projects, with skills in route design and analysis, eminent domain mediation, project planning, field agent management and development, O&M and expansion budget management, easements, and access negotiation.

Prior to joining Universal in 2023, Paul managed numerous client programs and projects in solar, wind, oil and gas pipeline, water line, transmission, and battery storage. He worked closely with other leadership in strategically targeting opportunities for diversification into other applications of services including Solar, Wind, Battery Storage, Renewable Natural Gas (RNG), Carbon Capture, Bio Diesel, and early hydrogen discussions.

Paul brings to each project an ability to build strong relationships, drawing on decades of client services and innovative practices to find best-value solutions for every project.

Paul holds Bachelor of Arts from the University of New Orleans. His post graduate education from the University of New Orleans encompasses Business Law / The Legal and Ethical Environment of Business; Business Management / Survey Management Topics; Business Marketing / Marketing Foundation for Managers; and Finance / Financial Foundation for Manager. He is a member of the International Right of Way Association (IRWA) and its Pipeline Committee. He is also a member of the Gas Processors Association.
